Energy Costs Are Rising. We’re Here to Support You

With energy bills on the rise, we’re here to support our customers who may need help. Duquesne Light Company (DLC) offers a number of programs and resources that can make higher electric bills more manageable.

Customer Assistance Program

Our Customer Assistance Program (CAP) features various benefits, including affordable monthly payments, debt forgiveness and, if needed, a security deposit waiver.

To qualify, you must:

  • Be 18 years of age or older.
  • Live in the household where service is being provided.
  • Have a household income at or below 150% of the federal income poverty guidelines.

DLC also offers payment arrangements allowing customers to pay their outstanding account balances in convenient monthly installments, helping them get back on track.

CARES

If you’re experiencing a temporary hardship, our Customer Assistance and Referral Evaluation Service (CARES) program is a helpful resource. This program assists payment-challenged customers, including those with special needs, with obtaining necessary social service support. Benefits include:

  • Home visits by a CARES representative
  • Information about reducing your electric use
  • Toll-free number for questions and information
  • Referrals to other DLC programs
  • Referrals to other community resources, such as:
    • Dollar Energy Fund
    • Housing
    • Food programs
    • Employment counseling
    • LIHEAP
    • Rehabilitation
    • Transportation

There are no income guidelines to be eligible for the program. You may qualify if you are experiencing a temporary hardship and are willing to work collaboratively with a CARES representative.

Additional Resources Available

Beyond DLC’s assistance programs, there are additional resources to help with energy costs.

These include:

  • The Low-Income Home Energy Assistance Program (LIHEAP), which helps low-income households with heating costs. Administered by the Pennsylvania Department of Human Services, LIHEAP is available to eligible customers until April 4, 2025.
  • Dollar Energy Fund is another resource that provides grants to those facing hardship in paying their utility bills. Visit our website to see if your household is eligible to receive a grant.

Support Your Neighbors in Need

Every year, Dollar Energy Fund hosts several fundraising efforts to support the program, including the Request-A-Thon, Warmathon and Cool Down for Warmth where DLC matches donations dollar-for-dollar. Anyone interested in making a donation can pledge any amount as part of their monthly bill payment or make a one-time donation at DollarEnergy.org.

Not eligible for these programs?

If you find that you’re not eligible for these resources, you can still save money by reducing your energy use. Simple changes like adjusting your thermostat or participating in a DLC free energy audit can help make your home more efficient, reduce electricity usage and save you money. Participating customers can receive up to $275 in rebates for the cost of the audit, LED lightbulbs, LED nightlights, advanced power strips and other qualifying energy-saving products installed during the audit.

DLC also offers a wide variety of rebates on items such as energy-efficient appliances, water heaters, smart thermostats, heating and cooling pumps, weatherization items and appliance recycling.
