Affordability Programs Bring Peace of Mind to Energy Consumers 

DLC offers many resources that help customers in difficult times  ​ 

At Duquesne Light Company (DLC), powering our region is more than delivering electricity — it’s about delivering peace of mind, too. As energy costs continue to rise and other economic pressures impact local families, our commitment to our customers includes ensuring that no one is left behind. 

That’s why we continue to expand and invest in programs that make energy more affordable for those who need it most. Through a combination of payment assistance, efficiency upgrades and community partnerships, we’re working to assist those who are facing financial hardships, with the goal being to meet our customers where they are. We recognize that for many, especially those in underserved communities, affordability is a necessity. 

Assisting Customers Through CAP 

At the core of our affordability efforts is our Customer Assistance Program (CAP), which is a vital service that helps income-eligible customers lower their monthly bills based on a percentage of household income. 

Today, more than 38,000 DLC customers are enrolled in the program and receive consistent, manageable payments as well as forgiveness for past-due balances. We offer CAP through a long-standing partnership with Holy Family Institute and Catholic Charities — two local organizations that help extend our impact beyond the meter and into the homes of those we serve. ​ 

Neighbors Helping Neighbors: The Hardship Fund 

For customers who are faced with immediate or emergency needs, our Hardship Fund — a dollar-for-dollar matching grant program — is a lifeline. Often described as “neighbors helping neighbors,” the fund offers grants of up to $600 for customers who are at or below 200% of the Federal Poverty Income (FPI) level. 

Since the program first began in 1983, it has provided more than $1.1 million in assistance, including $350,000 contributed by DLC just this year. Both customers and employees can support the fund by donating directly at DollarEnergy.org or through their monthly electric bill. 

Smart Comfort: Saving Energy, Saving Money 

Beyond bill assistance, we also help customers reduce their energy use through our Smart Comfort Program. This in-home energy efficiency service focuses on weatherization, appliance upgrades and personalized education to lower long-term electric costs. Originally created to help reduce heat loss, Smart Comfort has grown into a comprehensive tool to fight energy burden and prevent bill arrearages. 

Available to income-qualified customers — typically those at or below 150% of the FPI — Smart Comfort delivers both immediate upgrades and lasting impact. By helping customers use less energy, the program supports long-term affordability and improves overall quality of life.
